Plastic-free, but at what cost?

Paper, glass, cotton and compostables are often seen as greener choices but are they always the most sustainable? As Plastic-Free July gains momentum, industry leaders call for a shift from material substitution to circularity.

Every July, millions of people around the world take part in Plastic Free July, pledging to reduce their reliance on plastics and adopt more sustainable alternatives. The campaign has undoubtedly succeeded in raising awareness about plastic pollution and encouraging consumers and businesses to rethink unnecessary plastic use. 

However, as brands increasingly replace plastic with paper, glass, aluminium, cotton and compostable materials, a critical question is emerging: Are these alternatives always better for the environment? 

Industry experts and policymakers argue that the answer is far more complex than consumers often realize. While reducing unnecessary plastics remains important, sustainability cannot be achieved simply by replacing one material with another. Instead, the focus should shift towards designing products for circularity, strengthening collection and recycling infrastructure, and evaluating materials based on their complete environmental impact. 

Looking beyond the material 

For Monir Salem Bou Ghanem, Policy Advisor at the Environment Agency – Abu Dhabi (EAD), plastic is only the visible symptom of a much larger issue. 

"While plastic is the most visible manifestation of the problem, the real challenge lies deeper, in the high rates of material flow that generate large quantities of waste." 

He believes addressing the issue requires a holistic approach that begins with reducing overconsumption through better product design and packaging, rather than focusing exclusively on recycling or replacing plastics.  

"The government's primary role is to drive change, supported by the private sector and the community," he says. 

Abu Dhabi's own experience illustrates this broader strategy. Since introducing its Single-Use Plastic Policy, the Emirate has avoided more than 500 million plastic bags and diverted 7,386 tonnes of plastic from landfill. Those efforts have also helped build momentum for the UAE's nationwide ban on single-use plastics. 

The message, Bou Ghanem says, is not simply to replace plastic with another disposable material, but to rethink the entire consumption model. 

A circular economy, not a plastic-free economy 

That sentiment is echoed by Shailendra Singh, CEO-SustainMantra, who believes the public conversation has become too narrowly focused on material substitution. 

"Plastic Free July has been valuable in raising awareness about plastic pollution, particularly around single-use plastics and littering," he says. "However, the public discourse has often become overly centered on replacing plastics with alternative materials, rather than addressing the systemic issues of poor waste management, inadequate collection infrastructure, and limited recycling capacity." 

He points out that the environmental footprint of any product depends on far more than the material itself. 

"The environmental impact of a product is determined not only by the material it is made from but also by how it is designed, used, collected, and recovered at end of life." 

According to him, replacing plastics without considering the full life cycle of alternative materials can unintentionally increase greenhouse gas emissions, water consumption, and resource use. 

"The real objective should be to eliminate unnecessary plastics, redesign products for circularity, maximize reuse where feasible, and ensure that plastics that remain in the economy are effectively collected, recycled and returned into productive use. A circular economy, not simply a plastic-free economy, should be the guiding principle." 

Are alternatives always better? 

For many consumers, materials such as paper, glass or cotton have become synonymous with sustainability. Yet experts warn that these alternatives can sometimes carry a larger environmental footprint than plastics when assessed over their entire life cycle. 

Bou Ghanem explains that EAD evaluates packaging choices based on scientific evidence rather than public perception. 

"Rather than simply replacing plastic with other disposable materials, EAD advocates for a fundamental shift away from the single-use culture entirely," he says. 

"The primary factor we consider is the total environmental impact of a product throughout its life cycle, from production and use through to disposal." 

He cites a striking example: a single-use 500 ml glass bottle emits around 0.62 kg of greenhouse gases, while a comparable plastic bottle emits about 0.09 kg, approximately seven times less. 

"This is why our evaluations are anchored in science and evidence, including impacts on biodiversity and the marine and coastal environment, rather than perceptions of sustainability." 

Singh offers similar examples. 

"Cotton bags require significant water, land and energy during cultivation and production. Depending on the study, they often need to be reused dozens or even hundreds of times before their environmental impacts become lower than those of lightweight plastic bags." 

Likewise, paper packaging generally requires more energy and water to manufacture and is heavier, increasing transport emissions. Glass bottles perform well in refill systems but become carbon-intensive in single-use applications due to their weight, while aluminium carries high embodied energy during primary production. 

"This does not mean these materials are bad," he says. "Every material performs best under specific use cases. Decisions should therefore be based on robust life-cycle assessment rather than assumptions that one material is inherently more sustainable than another." 

Designing for circularity 

For recyclers, the challenge extends beyond choosing the right material. 

According to Lakshman K. Iyer, Chief Executive Officer of Srichakra Polyplast, the next stage of the sustainability conversation should focus on keeping materials in circulation. 

"Plastic Free July has played an important role in creating awareness about plastic pollution," he says. "That awareness is valuable because plastic waste entering our environment is a genuine challenge that requires urgent action." 

"However, the next phase of the conversation needs to move beyond simply asking 'What can replace plastic?' to asking 'How do we ensure materials remain in the economy and stay out of nature?'" 

He notes that plastics continue to provide important functional benefits, particularly in food and beverage packaging, where they help improve food safety, reduce spoilage and lower transportation emissions because of their lightweight properties. 

"The challenge is not just the material itself, but what happens after use." 

"If packaging is designed for recyclability, collected efficiently and recycled back into high-quality raw material, it becomes part of a circular system rather than waste." 

Infrastructure matters more than ever 

Experts agree that even the most recyclable packaging cannot achieve circularity without effective collection and recycling systems. 

Iyer believes India's biggest opportunity lies in improving segregation, collection and recycling infrastructure. 

"It would make a very significant difference," he says. "Today, the biggest challenge for recyclers is not only technology. It is the quality and consistency of feedstock." 

Most plastic waste reaches recyclers mixed with other materials and contaminants, reducing yields and increasing processing costs. 

"If governments and brands invest seriously in collection, segregation, material recovery facilities, traceability and design for recyclability, recycling capacity can be used far more effectively." 

Such investments would provide brands with a reliable supply of recycled content, improve the quality of recycled resin and help integrate waste pickers into more formal collection systems. 

He also points to India's evolving Extended Producer Responsibility (EPR) regulations and increasing recycled-content mandates as positive developments. 

"Better design, better collection and better recycling infrastructure can reduce dependence on virgin plastic, lower leakage into the environment and create a more commercially viable circular economy." 

Collaboration across the value chain 

Bou Ghanem believes effective packaging decisions require close collaboration between governments, producers and consumers. 

"Production, consumption and marketing all shape the final outcome," he says. 

Governments need to understand market dynamics when designing policies, while producers have an opportunity to move beyond business-as-usual and embrace more sustainable business models. 

"We believe we must create our own circularity story and become a benchmark for others to follow." 

Shailendra agrees that solving plastic pollution requires coordinated action across the entire value chain. 

He calls on governments to strengthen EPR systems, invest in collection and recycling infrastructure, support eco-design standards and develop stronger markets for recycled plastics. Brands, meanwhile, should design packaging that works within existing collection systems, increase recycled content and invest in consumer education. 

"Ultimately, plastic pollution is a systems failure, not simply a materials problem," he says. "Solving it requires coordinated action across design, collection, recycling, markets and policy.”
