Dubai Supreme Council of Energy reviews Warsan Waste-to-Energy performance, plans capacity expansion

The Warsan Waste-to-Energy Centre has processed more than 4.5 million tonnes of waste to date, diverting 62% from landfill as part of Dubai’s long-term strategy to eliminate landfill sites by 2041. The Dubai Supreme Council of Energy confirmed that a second phase to expand the plant’s waste processing capacity will be launched later this year, aimed at further increasing waste conversion and reuse for energy generation, according to reports. 

The update was shared during the 92nd meeting of the Dubai Supreme Council of Energy, chaired by Sheikh Ahmed bin Saeed Al Maktoum, Chairman of the Council, and attended by Vice Chairman Saeed Mohammed Al Tayer.

The meeting, held at the Mandarin Oriental Jumeirah, brought together senior officials including Ahmed Buti Al Muhairbi, Secretary General of the Council; Marwan bin Ghalita, Director General of Dubai Municipality; Abdulla bin Kalban of Emirates Global Aluminium; Hussain Lootah of Emirates National Oil Company; Juan-Pablo Freile of Dubai Petroleum and Dubai Supply Authority; and Muna Alosaimi of the Dubai Roads and Transport Authority.

Beyond waste management, the council reviewed the performance of programmes and projects completed in 2025 under the approved framework supporting clean energy initiatives and optimised electricity and water consumption. Members assessed outcomes to strengthen the emirate’s roadmap toward building a sustainable economy and smart infrastructure.

Al Tayer said the council continues to consolidate Dubai’s position as a global model for sustainability and clean energy, in line with the vision of Mohammed bin Rashid Al Maktoum. He noted that strategic themes discussed during the meeting focused on accelerating carbon emission reductions and enhancing energy sector efficiency, while documenting implementation phases and refining governance mechanisms to achieve clean energy objectives, manage resources, promote green mobility and cut carbon emissions.

Al Muhairbi added that the council is deploying the latest technologies to enhance waste treatment and reuse, under a comprehensive strategy rooted in circular economy principles and supported by private sector participation in government projects.
