The Brihanmumbai Municipal Corporation (BMC) is set to introduce an integrated digital platform to monitor construction and demolition (C&D) waste across Mumbai. This marks a significant step towards curbing illegal dumping, improving compliance, and reducing dust pollution. The portal is expected to digitally track C&D waste throughout its lifecycle from generation and transportation to processing and final disposal.  

Mumbai generates nearly 8,000 metric tonnes of construction and demolition waste every day, almost equivalent to the city's daily municipal solid waste generation. With rapid infrastructure development and redevelopment projects driving waste volumes, civic authorities believe the digital platform will bring greater transparency and accountability to C&D waste management while addressing unauthorised transportation and indiscriminate dumping.  

The project, valued at approximately ₹1.11 crore, has been awarded to Trace Resource Management Pvt. Ltd., the company behind New Delhi's 'Delhi Malba' integrated C&D waste management system. The portal is being developed in line with the Construction and Demolition Waste Management Rules, 2025, directions issued by the Bombay High Court, and decisions taken during a meeting chaired by the Maharashtra Chief Secretary, which called for a comprehensive digital monitoring mechanism covering the entire C&D waste value chain.  

One of the platform's key features will be its integration with BMC's AutoDCR building permission system. This integration will enable the civic body to estimate the quantity of debris likely to be generated by every construction project at the approval stage, facilitating better planning, monitoring, and regulatory oversight.  

The portal will also incorporate GPS-based vehicle tracking, geo-fencing to ensure transport vehicles adhere to designated disposal routes, and environmental monitoring tools. Another notable feature is the inclusion of a soil exchange platform, which will allow developers undertaking excavation projects to exchange surplus excavated soil with projects requiring fill material. The initiative is expected to reduce unnecessary transportation, lower disposal costs, and promote the reuse of excavated earth, supporting circular economy principles within the construction sector.  

Speaking to Waste & Recycling magazine, Anuj Maheshwari, Co-Founder, Trace Resource Management Pvt. Ltd., said the platform will be introduced in phases to ensure seamless implementation. "What we have developed for Mumbai is the most comprehensive solution for city governments anywhere in India, perhaps even globally. The platform provides end-to-end digital visibility of the entire C&D waste lifecycle, enabling better planning, monitoring, enforcement and resource recovery," he said.
